There are a number of different reasons for why this could be happening. It is best to have this investigated and inspected by a licensed electrician as it could potentially be a dangerous situation.
The outlet in question is considered a ground fault circuit interrupter (GFCI). These outlets are required by code to protect personnel. They are very sensitive and can turn off the circuit and all associated outlets with it. If there are items not working in your home, it is best to reset these buttons before calling an electrician. However, if it does not reset or continues to trip, it should be inspected as soon as possible by a licensed electrician.
In all instances, when a circuit breaker trips it stops in the middle position. To properly reset, it will need to be turned completely off first; this will require slight pressure. Then flip back to the on position. If the problem persists, have a licensed electrician investigate.
